Town Hall and Jail of São Sebastião, in the Historic Center: a listed colonial stone-and-lime building since 1969; today the headquarters of the Military Police. Exterior visits are free.

When São Sebastião was elevated to the status of a vila in 1636, it received, along with its political-administrative autonomy, the institution that concentrated all colonial power: the Town Hall and Jail. In a single building, laws were made, administration carried out, policing exercised and punishment inflicted — a brutal and fascinating synthesis of how colonial Brazil organized its public life, where the councilors' chamber and the prisoners' cell shared the same stone-and-lime wall.

Probably built in the first decades of the 19th century on the site of the original 1636 settlement, the building reveals the refined traits of late 18th-century civil architecture: a symmetrical façade, masonry of stone and lime obtained from ground shells — the same technique used in the churches and manor houses of the listed center — and proportions that convey the seriousness of an institution that quickly became the city's most important body. Listed by Condephaat since 1969 as part of São Sebastião's seven historic blocks, the building still stands on Rua Expedicionários Brasileiros, in the heart of the Historic Center, with nearly 250 years of history engraved in every stone. Today the Military Police headquarters occupies the space — another layer of a building that has never lost its vocation for matters of order and power.

Strolling before its façade is to read, almost unwillingly, an entire chapter of the northern São Paulo coastline's history — from the times when the sea brought ships of enslaved people and the council debated taxes on coffee, to the present day, when the tourist stops on the coastal stone sidewalk and perceives that São Sebastião is, above all, a city that has not erased its memories.
